Barrett explains that Georgia uses a “gross receipts ratio calculation” to determine a base amount, which must be exceeded before a credit is generated. “As a country, we are not very competitive worldwide in terms of this type of credit,” Barrett said. “We are roughly the 25th in the world, not far from the bottom.” With Georgia being one the few states that allows the credit to offset state payroll withholding tax, there will likely be an increase in the number of businesses that begin to take advantage of the program.
